Zelensky Declares Absence of Definitive Defense Guarantee from European Partners
President Zelensky has stated that European allies have failed to provide solid assurances that they will defend Ukraine in the event of a fresh offensive by Russia.
"I continue to pose this critical question to every one of our allies and thus far, the answer remains elusive a clear, unambiguous answer yet," he stated to the press on midweek.
His comments come a day after the UK and France signed a statement of purpose on stationing forces in Ukraine if a peace deal to conclude the conflict with Moscow is agreed.
However, full security guarantees have not been agreed. The United States, which has been spearheading initiatives to end the invasion, reportedly did not sign such a commitment at discussions held in the French capital on the previous day.
Outcomes from the Paris Discussions
After the Paris talks, which included some 30 countries that form the group termed the 'Coalition of the Willing', British PM Keir Starmer said the two nations would "set up operational bases across Ukraine" to deter future invasion, while France's President Macron later said thousands of troops may be deployed.
Partner nations suggested that the United States would take the lead in monitoring a truce. But the central sticking point of territorial concessions that Ukraine is being asked to grant to Russia as a component of the settlement terms are still being discussed.
Moscow has not yet commented on the announcement made in the French capital.
Russian President Vladimir Putin initiated a comprehensive military assault of Ukraine in February 2022, and Moscow currently controls about one-fifth of Ukraine's land.
The President's Evolving Stance
The UK Prime Minister characterized the bilateral declaration as "a vital part of our dedication to support Ukraine for the foreseeable future".
He added: "It establishes the pathway for the juridical structure under which allied military personnel could operate on Ukraine's territory, securing Ukraine's skies and seas, and regenerating Ukraine's armed forces for the years to come."
The Ukrainian leader praised that accord as a "huge step forward".
A day later, however, he appeared less optimistic.
"I perceive the determination, the political resolve, and that the allies are prepared, and the partners are ready to give us strong sanctions, powerful defense assurances," he said when asked if nations in Europe would come to Ukraine's aid.
"However, until we lack such security guarantees - legally binding, endorsed by legislatures, backed by the U.S. Congress - this crucial issue remains unresolved. And should they materialize, you still have to rely first and foremost on your inherent capabilities."
Unresolved Issues and Ongoing Conflict
Negotiations in Paris were also notable due to the presence of US President Donald Trump's peace envoys, Jared Kushner and Steve Witkoff.
One envoy stated the allies "largely finished" their work on agreeing security protocols.
Recently, the President indicated a peace deal was "90% ready".
Questions of land and security guarantees have been at the forefront of unresolved issues for negotiators.
Putin has repeatedly warned that Ukrainian troops must withdraw from the entirety of the Donbas region or Russia will seize it, rejecting any compromise over how to conclude hostilities.
Zelensky has so far ruled out ceding any territory, but has proposed that Ukraine could withdraw its troops to an established line - but provided that Russia did the same.
Russian forces currently controls about three-quarters of the Donetsk region, and some 99% of the neighbouring Luhansk. The pair of oblasts constitute the Donbas industrial heartland.
Attacks have been escalating against cities in Ukraine - with a focus on energy infrastructure. Russia has also made slow progress in seizing additional Ukrainian land.
Ukraine has hit back at objectives inside Russia with drones, albeit with more limited success.
